Whitehall Monitor

The Institute for Government’s flagship annual report on the civil service.

Each year Whitehall Monitor collates, analyses and visualises publicly available data – supported by our ongoing research – to chart changes in the civil service. For over a decade the report has tracked the size of the civil service and the turnover of officials, civil service pay, morale and diversity, as well as progress in areas such as artificial intelligence and digitisation.
