James worked at the Institute between 2010 and 2014. He led the Institute’s work on transformational change in Whitehall as the Civil Service sought to make major savings following the spending review.

James was the lead author of Transforming Whitehall: leading major change in Whitehall departments. He also worked at the Institute on Transforming the Civil Service and System Error: Fixing the Flaws in Government IT.

Previously, James worked on public service reform at Demos and the former Department for Education and Skills Innovation Unit. He then spent five years in consulting at GHK Consulting and PricewaterhouseCoopers advising on schools, further education and early years. James is also a school governor at a primary school in Haringey.
