Fiscal institutions and budget oversight

An independent agency with responsibility to monitor public finances could provide data and objective advice on budgetary matters. The Institute hosted a panel of international experts to discuss what such an agency would look like, who it might report to and what effect it could have on improving the management of public expenditure?
