Our report examines what makes a minister effective in being able to define and take forward his or her policy objectives.

We look at what attributes and skills define a successful minister and, above all, what can be done to improve their performance. Our research is based on more than 50 interviews with current and former ministers, civil servants, SpAds and leading outsiders who have had dealings with government.
