Tess was a researcher at the Institute and worked on the infrastructure policy making project. She graduated from Oxford University in 2016 with BA in Philosophy, Politics and Economics. Prior to joining the Institute, Tess completed an internship in public diplomacy at the Australian High Commission in London.
