Technology could dramatically improve public services, but the Government’s approach to financing digital transformation is stifling these improvements. The 2019 Spending Review provides an opportunity to introduce better ways of financing transformation, removing one of the main barriers to better public services.

James Stewart, former Director of Technical Architecture at the Government Digital Service, presented his new paper The financial imperative for change’.

To respond, our panel included Liam Maxwell, National Technology Adviser, Sarah Davies, Finance Director Strategy and Portfolio HMRC, and Yvonne Gallagher, Director of Digital Value for Money, National Audit Office.

The event was chaired by Daniel Thornton, Programme Director at the Institute for Government.
