Eleanor Shearer was a researcher at the Institute for Government, working in the public finances team.

She has a Master's degree in Political Theory from the University of Oxford, and previously worked for the AI-policy consultancy Oxford Insights, where she led their work on the annual Government AI Readiness Index.
