Transforming Whitehall One Year On: The challenges of departmental reform in Whitehall

This report considers the challenges leaders have faced while implementing change in Whitehall and outlines the approaches to overcoming them.

Since the 2010 Spending Review, departments across Whitehall have been charged with implementing major change programmes, restructuring their departments, finding new ways of working and planning how to absorb future cuts. During this period, Institute has developed a unique and extensive evidence base on the challenges that departments have faced. In 2012, we published Transforming Whitehall Departments, which outlined the nine features of successfully leading major change in Whitehall.

Building on the work in Transforming Whitehall Departments, this report considers the common challenges leaders have faced while implementing change and outlines the different approaches departments have taken to overcoming them. It highlights areas where departments have made progress and those where they have shared problems.
