Transforming Whitehall Departments 2012

Two years on from the 2010 Spending Review, this report is the first to look at how departments across Whitehall have coped with cuts and downsizing.

The transformation programmes underway in Whitehall are among the most important initiatives in central government. The cuts announced in the 2010 Spending Review presented Whitehall with an unprecedented savings challenge. Departments have moved swiftly to meet this challenge, but major risks lie ahead.

Drawing on the insights of an expert advisory group, interviews with senior change leaders across Whitehall and a series of workshops on key issues, the report presents an overview of the progress made so far by Whitehall. It identifies the key factors which have supported or hindered change and presents urgent recommendations for leading through further rounds of cuts.
