Organising Policy Making: A discussion paper on emerging trends

In 2011, our report 'Policy Making in the Real World' examined previous efforts to improve policy making across four areas: processes, qualities, structures, and politics.

Over the summer of 2013 we convened two roundtables with senior officials from nine Whitehall departments to revisit one of these areas – structures – and consider how the landscape has changed since the general election.

This discussion paper summarises the outputs from those events, considering what has been driving change in departments, what are the emerging trends in how policy functions are organised and the potential impact these could have on future policy making.
