This InsideOUT report examines how a delivery unit modelled on the Prime Minister's Delivery Unit (PMDU) was set up by Haringey Council in north London.

The authors go through the steps needed to set up a successful delivery unit, comparing the PMDU approach as pioneered by Sir Michael Barber, with that taken by Haringey when it set up its Corporate Delivery Unit in 2013.

There are clear lessons about focus, wider capability, the need for a broad coalition and open-minded leadership to embed delivery.
