Where should decisions lie? The role of the Department for Transport in a modern railway system

The Government is due to set out its vision for the rail industry, including the way that passenger services are delivered. This is an important moment for transport in this country, and requires central government, local government and the private sector to work seamlessly together.

What should the role of the Department for Transport be in managing the railways? Who should be held to account when things go wrong? What is the balance between national and local priorities and decision making?
