  • Nicholas Timmins, Senior Fellow at the Institute for Government and The King’s Fund, drawing on the new third edition of his welfare state history The Five Giants
  • David Willetts, former Minister of State for Universities and Science
  • Julian Le Grand, Professor of Social Policy at the LSE and former special adviser to Tony Blair on public service and health management.

The event was chaired by Bronwen Maddox, Director of the Institute for Government.
