Legislating Brexit: Prospects for the Repeal Bill

How can Parliament ensure effective scrutiny of what the Government is calling the Repeal Bill?

One of the centrepieces of this year's Queen’s Speech was what the Government calls the Repeal Bill.

Even before the election removed the Prime Minister’s majority, there were many potential flashpoints around the bill. What are the prospects for its passage through the House of Commons and Lords? How can Parliament ensure effective scrutiny? How will the devolved administrations react? And what does it mean for the future of ECJ jurisprudence in the UK?

The Institute for Government held a discussion about these issues with our expert panel:

  • Sir Stephen Laws QC, Former First Parliamentary Counsel
  • Dr Ruth Fox, Director and Head of Research, Hansard Society
  • Baroness (Dianne) Hayter, Shadow Minister for Exiting the European Union, House of Lords
  • Akash Paun, Fellow, Institute for Government

This event was chaired by Jill Rutter, Programme Director, Institute for Government.
