PMs 'should not decide' on top civil service jobs

A new report from the Public Administration Select Committee says the Prime Minister should not be able to choose permanent secretaries.

The Public Administration Select Committee has rejected one of two options for the appointment of permanent secretaries outlined by the Civil Service Commission. Previously, the Institute for Government has called for a greater role for Secretaries of State in choosing their permanent secretary.
