PbR schemes hinder most vulnerable

A new report has found that the use of new payment mechanisms, such as payment by results, can hamper charities aiming to help vulnerable people.

New research by Collaborate and the Institute for Government notes that charities can lack the commercial skills and financial reserves to operate within a payment by results mechanism, which is becoming increasingly popular under the government's Open Public Services agenda.
