A 'Triangle Of Mandarins'
2nd March 2010On a gloriously sunny morning, Adam Boulton and I climbed the stairs to the top of No. 2 Carlton Gardens, which has stunning views from its big windows of Buckingham Palace, Clarence House and St James's Park.
We weren't there for the views of the Mall, however, but for the views of Peter Riddell, that wise old sage from The Times, and Professor Robert Hazell, director of the constitution unit at University College London.
We were guests of the Institute of Government, a charity funded largely by Sainsbury millions. Peter is now one of its leading gurus and Professor Hazell has co-authored a weighty tome published by the institute entitled "Making Minority Government Work".
