'Strategic gap' seen at heart of Whitehall
18th January 2010Financial Times - The analysis by the independent charity Institute for Government says there is a "strategic gap" at the heart of Mr Brown's administration because of weak central command structures.
The report concludes there is "a conspicuous lack of a single coherent strategy for government as a whole", and calls for urgent action to make Whitehall better able to cope with a tough new era for the public services.
Although the criticisms are embarrassing for Mr Brown, they also raise worrying issues for Mr Cameron, who will need a sharp and effective central team as he tries to push through painful spending cuts if the Tories win the election.
