Editorial: Local Government and the Regions

The wide range of excellent contributions to this edition highlight the many different agencies - central and local - who together design, deliver or influence policy and services today. Each has its own priorities and each is dedicated to its clients. The danger, however, is that this diversity of providers can lead to clients and citizens receiving fragments of a service from many different sources, with the responsibility being left with them to make some sense of it all.
