BBC News interviews Peter Riddell on hung parliaments

Many polls for the upcoming general election have indicated a narrow margin exists between the two major parties, leading to the possibility of a hung parliament.

The head of the civil service is due to issue guidelines about how a government would be formed if no party won a majority.
