As part of our research and learning programme Lord Howard of Lympne spoke on the preparation for government and policymaking in opposition. The Institute for Government’s Director, Rt Hon Peter Riddell, chaired the event.

Lord Howard discussed how policy is made, resourced and developed in opposition, as well as the challenges of effective opposition leadership based on his experience as Leader of the Opposition between 2003 and 2005.
