In recent years, regulators in areas as diverse as education and children’s services, the environment, health and adult social care have rarely been out of the limelight.

The abolition of the Audit Commission, weaknesses in governance at a number of Birmingham academy schools, and the fall-out from failures in Mid Staffordshire Foundation Trust have all led to fierce debate about the role that regulators should play and how well they are performing.This discussion will focus on the Care Quality Commission at a time when patients are being given more choice, more data is being published on hospital and GP performance, and social media and web platforms provide easy access to patients’ own views about services. We ask:

  • In this changing environment, how should the Care Quality Commission operate?
  • How can the Care Quality Commission and other regulators maintain trust when things go wrong in the services for which it is responsible?
  • What is the proper relationship between regulators and ministers – how can remain independent but still be held to account for their performance?
  • How should quality regulators in health and other sectors use new information and technologies to assist patient choice and spot failures?

The discussion will be chaired by Nicholas Timmins, Senior Fellow at the Institute for Government.
