Blueprint 2020: Matthew Hancock’s vision for the Civil Service

The minister will make the case that public sector reform is never an end in itself, but merely a means to achieve a good life for working people.

A fortnight after the election of a Conservative majority government, Matthew Hancock MP, newly appointed Minister for the Cabinet Office and Paymaster General, set out his vision for the Civil Service, and described the changes that will be required in this Parliament.

The minister made the case that public sector reform is never an end in itself, but merely a means to achieve the true goal - a good life for working people – and identified what this means for the Cabinet Office and the centre of government. Drawing on the Service's core values of integrity, honesty, objectivity, and impartiality, he sketched out a blueprint for 2020, reflecting on how the work of the past five years will form the foundation for change at a greater pace and scale in the five to come.
