		<description>This, and similar articles, do at least demonstrate that the SpAds are getting their message out.  The trouble is, this message is self-serving; it&#039;s the old statist message that more people means more output.  A theory that the Civil Service tested to destruction under Labour.  The opposite is more probably true: fewer, more able SpAds would be more effective. Quantity is no substitute for quantity.</description>
